Title: Revoke Existing Payout Proposals After Seven Funding Cycles

Thesis
Formally introduce a sunset clause (end date) on existing payout proposals.
Abstract
Although the DAO has encouraged payout recipients to re-submit every 90 days, this process has not been formalized. This proposal will revoke existing payouts 7 funding cycles (98 days) after their implementation. Moving forward, the DAO should ask proposal authors to add sunset clauses to their proposals.
Motivation
For a payout to be removed, a DAO member must submit a proposal. In practice, this often fails–bystander effect, social pressure, and the time commitment can get in the way. By encouraging sunset clauses, the DAO will reduce governance overhead and the potential for conflict. Payout removal will go from being a time-intensive governance process to being a simple matter of bookkeeping.
Risks
The lack of formalization has proven useful, especially during hectic times. A requirement to regularly re-propose may be inconvenient. Contributors may feel less secure about their payouts.
