Discontinue JuiceboxDAO payouts to @cognidao (v3:p187).
Why
JBP-305 laid forth several objectives. Not only have these objectives not been met — it is unclear if any progress has been made at all.

In failing to accomplish the proposed objectives, Gulan led Jigglyjams, Twodam, and other DAO members to reallocate time from other projects to fill in these gaps. Not only is this counterproductive and distracting — it is dangerous. The DAO needs one or more individuals to be directly responsible for bookkeeping, and by taking on this responsibility in name (but not in practice), Gulan has left gaps in the DAO’s operational responsibilities.
