Synopsis

This proposal reduces total JBDAO expenditures to $0 over the course of two (2) funding cycles.

Motivation

Allows the DAO to reevaluate where it puts its ETH under crushing market conditions.

Specification

All disbursements in ETH will decrease to zero over the next two funding cycles. That means that of a given payout, it will decrease by 50% each funding cycle (deducted from the starting whole), ending at zero at the end of the second funding cycle.

Rationale

This allows the DAO to taper toward zero expenditure and forces it to reevaluate what work is most important for the DAO to continue on. Currently, the DAO's monthly expenditure is very high, and arguably much of that expenditure is not providing return on investment. As many other web3 organizations, JB needs to consider entering a gestation mode whereby it can maintain ETH and quietly wait for the next market wave to come. Based on recent discussion in #discussion, it seems that payouts are oftentimes inflated due to the fact that voting members are also themselves receiving payouts, thereby creating a situation in which confrontation about what truly matters re payouts is disadvantageous. This proposal will create a free flow of discussion by removing payouts from all contributors, and will allow contributors to resubmit their payout proposal in a setting where these human interpersonal pressures are hopefully less impactful on open and honest discussion. Furthermore, this proposal will allow the DAO to focus only on NECESSARY work that DIRECTLY CONTRIBUTES TO JBM MAINTENANCE AND FUNCTION.

At the end of the second funding cycle, anybody can resubmit a request for recurring payout. The rationale is that hopefully many will not, or will adjust their payout down significantly, with the shared goal of conserving ETH so JBDAO can still be in existence in time for the next upswing in the market.

Risks

In the short term, as payouts decrease over two funding cycles, this will be difficult for some. Furthermore, if payouts disappear completely and don't get renewed, this will be very difficult as well.
