Motivation

The list of reserved JBX recipients doesn't line up with the people contributing to the DAO. If a buyback delegate is implemented, reserved JBX issuance could increase significantly – this voting power can be best utilized by those actively involved with the DAO's ongoing work and operations.

Specification

The multisig should queue the next cycle such that 30% of reserved JBX is sent to dao.jbx.eth, and 3.5% of reserved JBX is sent to each of the following addresses:

If the proposal to Shut Off v1.1/v2 JBX Minting is approved, do this for the v3 funding cycle store only. Otherwise, do it for all of the DAO's projects.
