Synopsis
Give the JuiceboxDAO multisig permission to process a project's fees if at least 60% of signers explicitly agree to do so.
Motivation
Juicebox projects have the option to hold fees, allowing them to pay out ETH and keep the fees locked within the terminal until the ETH is re-added. This is useful for projects which would like the option to give a full refund later on, but some projects enable this feature without needing it, allowing fees to build up. The more ETH a project pays in fees at once, the greater the slippage on any resulting $JBX purchases grows. This means that the project will receive less $JBX than they otherwise would, and that JuiceboxDAO will receive less reserved $JBX from the transaction.
Some projects may not want to process fees, or be unable to due to external circumstances (like CryoDAO has been lately).
JuiceboxDAO should have a simple process in place for managing this in-between governance cycles, which can cause responses to take too long.

this is smart for a number of reasons - one for us is the uncertainty of the transaction builder / manually processing the fees without being fully aware of how it all works if we could say "hey juicebox we're ready to process fees now pls go ahead" that would be awesome
