Add payout to codalabs.eth, $225 for 1 cycle.

Rationale#

In an attempt to solve a bug where JBM was unavailable on the Safe app, codalabs spent $225 on extra Infura traffic. We thought that the cause of the bug was that our Infura bill wasn't paid and we were over our quota.
