Summary:
Reduce the discount rate to 4% from the current 10% to reduce the membership discrepency of contributors over time.
Abstract:
Lately, ETH contributions to JuiceboxDAO have been made mostly entirely by projects paying their required membership fees. At a 10% discount rate, projects receive 10% fewer JBX tokens per ETH contributed every funding cycle (14 days), and the reserved token recipients (the DAO included) receive 10% fewer JBX each Funding cycle per ETH contributed also.
This proposal reduces this rate to 4%, broadening access to JBX over time and the JBX supply alongside.
Motivation:
JBX accessibility is important — the network is only as strong and resilient as is the distribution of JBX over time.
Projects operating on Juicebox and contributors building Juicebox are among the biggest advocates for the platform. As such we've got to make sure they continue to be significant JBX members over time.
The risk profile of using Juicebox or contributing to the platform is no longer decreasing at a significant rate on a bi-weekly basis, there is no longer much justified reason for valueing two different contribution made to the DAO one funding cycle apart at a 10% difference.
Risks:
More JBX will be distributed per ETH ocntributed to the JuiceboxDAO treasury. There is a chance projects or contributors will feel less inclined to join if they know subsequent joiners in future cycles are getting memberships rates more comensurate to theirs despite the difference in time.

Rationale:
There's no real reason for choosing 4%, apart from the fact that it's significantly lower than 10%, and non-zero.
