Abstract
In the MoonDAO Constitution we have defined an executive branch that is composed of the Astronauts and Treasury signers, however this branch currently has no budget and this proposal aims to create a framework for how the Executive Branch should operate and be funded.
At the moment the Astronauts have the ability to appoint certain positions within the Constitution such as the Treasury signers to guard our treasury, and the Discord Moderators to guard our community.
However, our Treasury and Discord are not the only things that require trusted operation, and at the moment the majority of these trusted operations are all being managed by myself, for example things like: Incentives, Governance, Project Operations, Moderation, and creating transactions for our Treasury.
At the moment these core operations are not yet automated and decentralized, and until then they should at least be delegated to more people so that there is not a bottleneck in trusted operations. However with delegation also comes security risks and these should be mitigated by a more centralized approach to handling secure operations in the DAO until they can be automated and decentralized, with checks and balances by the Senate and Member House to ensure that they retain the power in the community.
This proposal includes the official appointment of our first MoonDAO Astronaut through a ranked choice vote, along with some amount of budget to create a team of people to support the operations involved for core processes at MoonDAO.
The Astronaut will serve through the Constitutional 2-year term starting officially on July 1st, 2023, but the budget approach will be re-evaluated after 8 months when we select our next Astronaut.
The Astronaut's role will be directing the executive branch and more or less handling day-to-day operations, fulfilling duties as described in the Constitution, and navigating uncertainty. The Astronaut will also help with setting and updating the roadmap, vision, and priorities and executing towards those big picture objectives as voted by the members of the DAO.
Other Astronaut vacancies will be added over time staggered at 8 month intervals so there would be an election every 8 months starting on July 1st 2023.
