MDP-26: Project Proposal Process Update (v3)

Abstract

After graduating our first class of MoonDAO projects we have learned a lot, and have implemented some of the feedback into the new iteration of MoonDAO project process. Included in this update are proposed changes to incentives for project members, a new review process for projects after they're completed, and an updated project proposal template.

Motivation

Previously, each Project Steward received an equal $5,000 monthly payment for stewarding a project. This ended up being problematic because some projects were really large and required a lot of work, while others were smaller in scope. There was also disagreement about whether projects were actually completed successfully, and we didn't have a method to objectively determine whether the projects were successful.

Specification

There are three major updates to the project system that are highlighted in yellow in the document attached below. For convenience, here is a summary of each change:

  1. Every member on a MoonDAO project can suggest a "Minimum Viable Payment" for completing their OKR. This is a guaranteed payment, but it is only a portion of the total -- since Dai and $MOONEY rewards will be done by the community after each payment period is over. Some stewards may elect to take no minimum viable payment, and others that are devoting a lot of work may elect to ask for some. The amount may vary depending on the scope of the project, and it's up to the community to decide if the amount being requested is reasonable. The payment is executed once the project is completed.

  2. After the project is completed, if there is a disagreement about a project OKR being completed successfully, seven MoonDAO guild members will be selected at random and they will vote on whether they believe the OKR was completed.

  3. The Project Proposal template was edited to include more information like motivation, benefits, drawbacks, a total budget section, and a deadline for the project.

Benefits

Project steward payment will more accurately reflect the amount of work done, and the community has a process for raising concerns if they believe that a project has not properly completed its OKRs. Also, the new template breaks down information about project proposals into new categories that make it easier for someone to make a decisions about whether the project is useful to the DAO or not.

Risks

We are iterating on project proposal systems as we go at MoonDAO. Every new policy change may have unforeseen edge cases or consequences. As a result of these policy changes, some very honest conversations will need to be had about salary expectations up front within the team and at project reviews, and this could create disagreements between members. Also, the OKR review process by seven guild members could create tension and hurt relationships between DAO members if there's a disagreement about whether work was done successfully.

Vote

A 70% "Yes" vote is required for updating the project system.
